The Board of Chief Engineers was constituted by the Public Works and Electricity
Secretariat as per Government Order dated 30.5.1974 read at (1). The Government Orders have been amended from the
time to vide the Government Orders read (ii) to (vi) and the Board of Chief Engineers has
been reconstituted, considering the changes taking place.
Additional Secretary to Government, Public Works and Electricity Department (Irrigation)
was made the Chairman and the other Chief Engineers, Director, KERS, Director, Technical
Education, Special Officer, PWD Finance Cell and Joint Secretary to Government, Planning
Department were made Members of the Board of Chief Engineers.
3. The Board
of Chief Engineers presided over by the Additional Secretary to Government, Public Works
and Electricity Department (Irrigation) deliberated on various important matters both
administrative and technical connected with the developmental works/ procedures etc. and
made recommendations to the Government for consideration and implementation by issue of
Government Orders where-ever feasible. The
necessary Government Orders have been issued only by the Public Works and Electricity
Department with the approval of the Secretary, Public Works and Electricity
4. Later on,
Secretariat work pertaining to Electricity Department i.e., Karnataka |Electricity Board
and Karnataka Power Corporation was transferred to the Department of Energy and Science
& Technology. The Additional Secretary to
Government, Public Works and Electricity Department (Irrigation) was re-designated as
Secretary-II, Public Works Department (Irrigation) and Secretary to Government, Public
Works & Electricity was designated as Secretary -I, Public Works Department. The Command Area Development was also added onto both
the Secretaries. Thereafter Secretary-I,
Public Works Department was designated as Secretary-I, Public Works & CAD and
Secretary-II (Irrigation) was designated as Secretary-II, Public Works & CAD
(Irrigation). The Secretary-II, Public Works & CAD (Irrigation) continued to Chair the
Board of Chief Engineers meetings and was required to forward recommendations of Board of
Chief Engineers to Secretary-I, Public Works & CAD for consideration and issue of
necessary Government Orders where ever feasible. All
important files concerning administration and policy matters were submitted by the
Secretary-II, Public Works & CAD to Secretary-I, Public Works & CAD and Government
Orders were issued with the approval of the Secretary-I, Public Works & CAD
the Board of Chief Engineers was constituted and reconstituted by various Government
Orders, the Special Secretary to Government, Public Works and Elecy. Department (Irrigation) and later on
Secretary-II, Public Works and CAD (Irrigation) were functioning as Chairman of the Board
of Chief Engineers and used to send the recommendations of Board of Chief Engineers to
Secretary-I, Public Works & CAD for consideration and issue of Government Order
where-ever feasible. AS he was from PWD and
as he was not issuing any Government Oders directly his presence as Chairman of the Board
of Chief Engineers, did not amount to any commitment on the part of the Government, during
the proceedings as the recommendations had to be sent to Secretary-I, PWD for examination
and issue of Government Order where ever feasible.

With the issue of Cadre and Recruitment Rules of Irrigation Department vide G.O.No.PWD 167 SPP 86, dated 5.7.89 the designation of the Secretary-II, PWD & CAD (Irrigation) was changed as Secretary, Irrigation Department and the staff of PWD are posted on deputation to Irrigation Department. Secretary Irrigation Department has also been issuing Government Orders independently in respect of matters pertaining to Irrigation Department.
a number of Engineers-in-Chief have been appointed and they have been representing to
include them in Board of Chief Engineers.
As the Board of Chief Engineers is an
important Committee, it is necessary to make all Chief Engineers and
Engineers-in-Chief in PWD or on deputation in other departments as members and make it a
broad based committee.
The Board of Chief Engineers cannot be
presided over by a Secretary to Government, as the deliberations discussions and decisions
will be a commitment for Government.
Now the Irrigation Department is also
separated and is headed by an independent Secretary designed as Irrigation Secretary.
There it is necessary to appoint the
senior most Engineer-in-Chief other than the two Secretaries and Managing Director,
Karnataka Power Corporation as Chairman of the Board of Chief Engineers. In case the Chairman could not be present in any
meeting due to some reasons it shall be presided over by the next senior most officer
present (Engineer-in-Chief or Chief Engineer). The
Board of Chief Engineers may deliberate on all administrative and technical matters
pertaining to PWD, Irrigation Department, Zilla Parishats, Boards and Corporations where
engineering works are executed, and send the recommendations to the concerned Secretaries
or consideration and issue of Government Orders where-ever feasible.
In view of all these developments, the question of reconstitution of Board of Chief Engineers was engaging the attention of the Government for some time.

After careful consideration of all aspects and detailed examination of the
developments, stated in the preamble Government are pleased to reconstitute the Board of
Chief Engineers with immediate effect as shown below:

2. All Engineer-in-Chiefs (Except Managing Director, KPC, Secretary, PWD and Secretary, Irrigation) and Chief Engineers of PWD and Irrigation Department and in Boards and Corporation
|3. Special Officer, PWD Finance Cell||Member|
|4. Joint Secretary Planning Department|| Member
The Chief Engineer, Communications and Buildings (South) Bangalore shall be The
Member Secretary of the Board of Chief Engineers.
Board of Chief Engineers shall meet regularly once in two months at Bangalore.
A meeting notice shall be sent to all the Members atleast 10 days in advance with
detailed agenda and notes.
recommendations of the Board of Chief Engineers shall be sent to concerned Secretaries of
the Government within one month after the meeting.
The Secretary, Board of Chief Engineers may invite the concerned Secretaries of
Government as invitees whenever important matters pertaining to their Department is
proposed to be discussed in the meeting to got their guidance/advice or opinion in the
Secretaries of the concerned Departments and the Members of the Board of Chief Engineers
are free to suggest any important matters both administrative and technical for inclusion
in the agenda and for discussion in the Board of Chief Engineers. It is binding on the Secretary, Board of Chief
Engineers to include all the subjects in the Agenda for discussion as desired by the
Members or Secretaries to the Government.
