KARNATAKA ENGINEERING RESEARCH STATION
INTRODUCTION:
The Karnataka Engineering Research Station (K.E.R.S.) was established in the year 1944 and is located at Krishnarajasagar. This Research Station is headed by the Director of the rank of Chief Engineer and is assisted by 4 Chief Research Officers (Executive Engineers), 19 Research Officers (Assistant Executive Engineers) and 62 Assistant Research Officers (Assistant Engineers) and 19 Junior Research Officers (Junior Engineers). The Research station is well equipped with Laboratories, Computer facilities and a Library.

ACTIVITIES OF THE RESEARCH STATION:
The main activity of the Research station is to suggest remedial measures, for the critical problems arising during the construction stage of Civil Engineering structures. The Research Station is catering to the technical needs of Water Resources Department, Public Works Department and other Central & State Government Departments as well as quasi & Private Organizations. The various activities of Research Station are being carried out by the dedicated technical staff. The activities of the Research Station are functionally grouped under the following four Divisions. The Chief Research Officer of the rank of Executive Engineer heads each Division and these Divisions are located at Krishnarajasagara.
1. Hydraulics Division
2. Technical Services Division
3. Soil Mechanics and Foundation Engineering Division
4. Coastal Engineering Division.
The activities of each division are as follows:
1. HYDRAULICS DIVISION:
· Finalizing designs of Hydraulics Structures with the aid of Model Studies.
· Conducting Silt & Sedimentation Survey of Reservoir-both by
§ Hydrographic Survey using IBS Equipments
§ & Remote Sensing Method using connected Software.

2. TECHNICAL SERVICES DIVISION:
· Analysis of quality of Construction materials.
· Providing mix Proportions for various grades of Cement Concrete.
· Evaluation of compressive strength and quality of hardened concrete at site using non-destructive technique.

· Studies of quality of ornamental stones.

4. COASTAL ENGINEERING DIVISION:
The main objective of the Division is to investigate the cause of coastal erosion along the coastline of Karnataka and to suggest remedial measures to contain coastal erosion. The Division has four Sub Divisions under its control.
· Monitoring of sea erosion protection works which are under construction at Dakshina Kannada, Udupi & Uttar Kannada Districts.
· Post monsoon monitoring of completed Sea Erosion protection works carried out in the above Districts.

· Silt & Sedimentation works of Kabini Reservoir by inflow and outflow methods which comprises of analyses of water samples which will be followed by bathymetric surveys.
DAM SAFETY ACTIVITIES IN KARNATAKA STATE:

1.0 The Director, KERS, is the
· Member of the National Committee on Dam Safety Constituted by the Government of India, representing Karnataka State.
· Member Secretary of the State Level Dam Safety Committee in Karnataka, constituted by the Government of Karnataka and
· Chairman of the Sub-Committee of SLDSC for Northern Region and Southern Region Projects (constituted to review the Pre and Post Monsoon Inspection Reports of Large Dams and to place the same before the main committee).
· The Director, KERS also functions as special invitee to the Dam Safety Review Panel (DSRP) constituted by Government of Karnataka.
2.0 National Committee on Dam Safety (NCDS):
Chairman-CWC, New Delhi.
Representative of all States ad Members and Chief Engineer, Dam Safety Organisation as Member Secretary
The Brief Description of Terms of reference of NCDS:
· To Monitor follow up action on “Dam Safety Procedures”
· To Oversee Dam Safety Activities to suggest improvements.
· As a forum of exchange of views for remedial measures.
3.0 State Level Dam Safety Committee in Karnataka(SLDSC):
Secretary to Government, WRD as Chairman, Engineer-in-Chief, WRDO and Chief Engineers in-charge of Large dams, the Superintending Engineer, Monitoring & Evaluation as Members and Director, Karnataka Engineering Research Station as Member Secretary of SLDSC.
The Brief description T.O.R. of SLDSC:
· To update inventory of Dams and to compile the History of each Dam.
· To review particulars on the checklist and identifying the areas of special attentions,
· To inspect and forward the findings and recommendations to the Government.
· To suggest remedial measures of such findings.
· To obtain information directly from the Chief Engineers concerned of large dams.
· To co-opt official Members from any Department
· The Member Secretary shall act as a liaison officer between Government and Committee and shall forward necessary reports formulated by the Committee.
· The Member Secretary shall arrange for periodical and emergency meetings.
· The financial implication of recommendations of the Committee will be placed before the Cabinet for its decision.
4.0 Dam Safety Unit:
The dam Safety Unit attached to the Director, Karnataka Engineering Research Station, comprises of One Assistant Engineer, Four Assistant Engineers, One Typist and One Record Keeper to carry out the functions mentioned above.
ENGINEERING STAFF COLLEGE, KRISHNARAJA SAGAR
The Engineering staff college, located at Krishnarasagar, Mandya District, established in the year 1971 to commarate the silver Jubilee of KERS. This Institution was established with aim of imparting training to the in-service Engineers and administrative staff as well as the newly appointed A.E.Es, A.Es and J.Es of Public Works, Water Resources & other Engineering Departments.
The Engineering staff College is working as an independent Unit under the administrative control of the Director, KERS, KRS with effect from 01.04.1988.

ACTIVITIES OF ENGINEERING COLLEGE
· Conducting Orientation Courses for the newly recruited Assistant Executive Engineers, Assistant Engineers and Junior Engineers.
· Conducting short-term refresher courses of both Technical & Administrative nature for the in-service Engineers & Administrative staff.
· Conducting basic training courses on computers.
· Conducting short term technical courses under Continuity Education Programme (CEP) in Eight Engineering Colleges (List enclosed).
· Conducting short term courses under National Water Policy.
· Conducting short term courses under procurement procedures & methods. Engineering Staff College is identified as one of the suitable training venue for the above training to be taken up under World Bank Assistance for imparting training for the identified target groups 5, 6, 7 & 8 viz. implementing agency officers (Junior Management Engineers), lower level functionaries, procurement trainees, contractors & suppliers. The training programme @ Sl.No. 5 & 6 are yet to be approved by State Government.
